# Mastercard Send™ 2.0 Registration and Eligibility

The Mastercard Send 2.0 API platform and services facilitate funds transfers and are intended for use by specific types of customer, see [Participants](https://developer.mastercard.com/mastercard-send/documentation/send-2-registration/index.md#participants). Mastercard Send 2.0 is a part of the overall Mastercard Send solution, which enables payments and funding via a transaction type called 'MoneySend'.

To use Mastercard Send 2.0, you must:

* Become a Mastercard Send Program Participant, which involves registering for the required [program(s)](https://developer.mastercard.com/mastercard-send/documentation/send-2-registration/index.md#programs) and meeting program eligibility requirements.
* Adhere to Mastercard Send Program Standards and Rules, and ensure all connected Third Parties adhere, while using the platform and services.

Note: This page summarizes registration and the project implementation phases, to give you an idea of what is involved when registering for Mastercard Send 2.0. This information is subject to change. **Please do not plan your project based on this information.** Projects vary and your Mastercard Delivery Manager, assigned during onboarding, can provide further details and will work with you on a customized implementation plan for your project.

The Mastercard Test Facility (MTF) and Production environments will not be accessible until your program is approved and implemented by the Mastercard Delivery Manager and team.

## Participants {#participants}

Mastercard Send is intended for use by specific types of Mastercard customers, including (but not limited to):

* Financial Institutions, banks, Issuers, and Acquirers
* Licensed money transmitters
* Service Providers and digital players partnering with Financial Institutions/sponsors
* Businesses that send funds belonging to them or their customers
* Governments and humanitarian aid organizations disbursing their own funds

Mastercard will assess the suitability of prospective Program Participants during the Mastercard Send program registration phase.

Mastercard Send supports different implementation models. Depending on your type of organization and intended implementation, you typically act as an *Originating Institution (OI)* or *Transaction Initiator (TI)*, integrating with the APIs directly or working with approved partners, such as Service Providers, to deliver your solution:

* **Originating Institution (OI)** --- A Mastercard customer, such as a Financial Institution, that either:

  * Connects to Mastercard Send directly to create transactions for the funds transfers of its customers (**1** in image below) or a partner TI (**2**)
  * Acts as a *Sponsor OI* (bank), sponsoring a partner TI's program and Mastercard Send connection and activity (**3**)
* **Transaction Initiator (TI)** --- A Mastercard-approved entity, such as a fintech or digital player, that has the direct relationship with the customer (Sender) initiating the funds transfer. The TI either:

  * Connects to Mastercard Send directly to create transactions for the funds transfers of its customers and is sponsored by a Sponsor OI (**3**)
  * Connects to an OI, which creates the transactions for the TI (**2**)

In some situations, you can be both the OI and TI, for example, a bank providing a funds transfers app for its customers (**1** in image above).

*Implementations may also include registered third-party processors, Service Providers, and Transfer Acceptors (not shown). Transfer Acceptors (also known as Card Acceptors), are entities accepting the credentials of the transfer, such as merchants providing the transfer facility to Senders through point-of-sale (POS) terminals. The examples above are not exhaustive and may not be available in all regions. Your Mastercard representative can advise on suitable implementation models for your intended solution.*

## Programs {#programs}

Mastercard Send comprises the programs listed below. You (as a prospective OI) register your organization and implementation partners for the program(s) relevant to your intended funds transfer solution.

## Registration Forms {#registration-forms}

The forms mentioned in this section are available using the links below, from the [Forms Library](https://forms-techresource.mastercard.com/) on Mastercard Connect, or provided by Mastercard. You need a Mastercard Connect account to access the Forms Library; see [Accessing Mastercard Connect](https://developer.mastercard.com/mastercard-send/documentation/send-2-registration/index.md#accessing-mastercard-connect).

### Forms for Originating Institutions (OIs) {#forms-for-originating-institutions-ois}

When registering for the required programs, you (as a prospective OI) will need to submit forms and other documents for your organization and your implementation partners. The table below summarizes which of the main forms are required. Additional forms and documents may be required for your implementation---your Mastercard representative will advise you and you should refer to the Program Standards documents for details on registration.

(An Interbank Card Association (ICA) number is a unique identification number assigned by Mastercard to identify each OI and TI.)

**New digital forms:** The links in the table above point to new digital forms that replace old Word and PDF forms. These new digital forms have been introduced since 12 June 2023. While we update our documentation, you might still see references and links to the old Word/PDF forms, which will no longer be accepted. Please use the new digital forms instead.

You will also need to make changes and provide information via the My Company Manager application on [Mastercard Connect](https://www.mastercardconnect.com/), such as adding a new program and registering Service Providers to be Mastercard Service Providers (MSPs). The Mastercard Customer Implementation Services (CIS) team, assigned during implementation, can advise you and provide the required forms.

### Forms for Receiving Institutions (RIs) {#forms-for-receiving-institutions-ris}

Mastercard Issuers (Receiving Institutions, RIs) do not need to register to participate in the MoneySend Payment Transactions Program, but they do need to notify Mastercard when they are ready to accept those Payment Transactions and they must adhere to Program Standards.

In those countries where the Gaming and Gambling Payments Program is available, eligible RIs are automatically enrolled in the Program. RIs who want to opt out Bank Identification Numbers (BINs) from the Program, or update a previous opt-out submission, can use the BIN Verification Questionnaire (BVQ).

## Onboarding and Implementation Overview {#onboarding-and-implementation-overview}

As mentioned, the Mastercard representative helps get you started. Once eligibility requirements are met (including agreements, licenses and establishing financial accounts) and all Program Participants have been identified and approved, the Mastercard representative will request a Delivery Manager to facilitate your program implementation. Once assigned, your project will be kicked off with all appropriate parties.

Your Delivery Manager will oversee the implementation process and will be available to ensure successful end-to-end implementation. They will also engage the CIS team, which will help configure the MTF and Production environments, help with test cases, and so on.

If your company is not listed, you will need to register your Administrators; contact your Mastercard representative for the *Mastercard Connect Access Form* (1145 or 1145b).
