## Before You Start {#before-you-start}

Enroll in [Mastercard Digital Enablement (MDES)](https://developer.mastercard.com/product/mdes/#financial-institutions) to activate payment cards, and to receive token requests from Mastercard Click to Pay.
* Implement the requirements and best practices for the Mastercard Click to Pay Program outlined under the [Issuer Requirements section](https://techdocs.mastercard.com/bundle/m_SRCPR/page/zri1606416364912.html). Ensure to log into [Mastercard Connect](https://www.mastercardconnect.com/-/sign-in) to access the document.
* Perform strong cardholder authentication before initiating push provisioning. It is recommended to not request additional cardholder authentication during push provisioning.
* Take responsibility for managing and updating the consumer data in the [Issuer Segregated Directory](https://developer.mastercard.com/issuer-enrollment/documentation/support/index.md#issuer-segregated-directory).
* Ensure to make required updates in the Terms and Conditions between Issuer and Consumer to present Click to Pay as a core banking product.
