# Confirmed Fraud
source: https://developer.mastercard.com/fld-fraud-submission/documentation/index.md

## Overview {#overview}

The Fraud Loss Database (FLD) is Mastercard's central repository for fraud transactions and the authoritative source of truth for confirmed fraud information across the enterprise. FLD enables issuers and processors to submit, manage, retrieve, and analyse fraud records through a single trusted platform. By maintaining the definitive record of confirmed fraud events, FLD supports fraud reporting, regulatory compliance, operational workflows, analytics, and enterprise fraud intelligence.

As Mastercard's authoritative source of truth for confirmed fraud data, FLD provides a trusted foundation for fraud reporting and enterprise-wide fraud intelligence, ensuring consistent and reliable access to confirmed fraud information across Mastercard and its stakeholders.

Use the FLD API to submit, manage, and access authoritative fraud records from Mastercard's enterprise-wide fraud repository.
Note: FLD (Fraud Loss Database) is Mastercard's central fraud intelligence and reporting platform that captures fraud data and transforms it into actionable insights, while other fraud services primarily focus on detecting and preventing fraud. ## How it Works {#how-it-works}

The flow chart provides a high-level overview of how FLD processes transactions submitted through the API channel and marks them as fraud.

FLD is a synchronous REST API over HTTPS. The initiator sends a single authenticated, encrypted request to submit or manage a fraud record and receives an immediate JSON response indicating whether the request succeeded, was rejected, or is suspended for review.
* **Issuer/Processor**: Identifies confirmed fraud and submits fraud records to FLD.
* **FLD Platform**: Validates, processes, and stores fraud records as Mastercard's authoritative source of truth for confirmed fraud data.
* **Downstream Consumers**: Reporting, analytics, compliance, and fraud intelligence systems that consume and leverage confirmed fraud data from FLD to support business operations, regulatory reporting, fraud analysis, and decision-making processes.
* **Automation**: With APIs, systems rather than people can manage the work, which helps entities update workflows to make them quicker and more productive.
* **Efficiency**: The content generated can be published automatically and is available for every channel. This allows users to share and distribute the content more easily.
* **Integration**: APIs make it easier to embed content from any site or application. This guarantees more fluid information delivery and an integrated user experience.
* **Personalization**: Using APIs, any user or company can customize the content and services that they use the most.
* **Adaptation**: Needs change over time and APIs help to anticipate changes. Data migration is better supported, and the information is reviewed more closely.

## API at a Glance {#api-at-a-glance}

FLD is consumed as a synchronous REST API over HTTPS. All requests are authenticated, encrypted, and exchange JSON payloads. The API uses standard HTTP methods:

|                  Operation                   | HTTP method |                Endpoint                |
|----------------------------------------------|-------------|----------------------------------------|
| Add a fraud record (FDA)                     | `POST`      | `/mastercard-frauds`, `/issuer-frauds` |
| Change a fraud record (FDC)                  | `PUT`       | `/mastercard-frauds`, `/issuer-frauds` |
| Delete or confirm a fraud record (FDD / FDE) | `PUT`       | `/fraud-states`                        |
| Get fraud record status (FDS)                | `GET`       | `/fraud-statuses/icas/{ica}`           |

## Good to Know {#good-to-know}

> * **Onboarding Information** : Onboarding starts by creating an account on [Mastercard Developers](https://developer.mastercard.com/) and generating Sandbox project credentials. Production access is requested later for the same project.
> * **Testing Information** : We have an [Open Sandbox](https://developer.mastercard.com/fld-fraud-submission/documentation/api-basics/index.md) that you can use to test Sandbox calls.
> * **Technical Information** : This is a REST API that uses **OAuth 1.0a** authentication, **TLS/SSL** transport security, and **Mastercard Encryption** payload encryption. Requests and responses use **JSON** over HTTPS. See [API Basics](https://developer.mastercard.com/fld-fraud-submission/documentation/api-basics/index.md) for full details.
> * **Region Availability/Border Control**: Confirmed Fraud API is available globally.
