## FAQ {#faq}

### General {#general}

**Answer:** The Bill Payment Validator service allows RPPS-enabled originators to validate consumer bill payment information before sending a corresponding payment transaction in an RPPS batch payment file. It performs pre-payment validation against RPPS biller rules (account masking, check digits, amount limits, etc.) and returns an immediate pass/fail response.

**Common use:** The service is particularly useful for RPPS originators who need to provide immediate confirmation to a consumer that a bill payment will be made without errors --- for example, walk-in payment providers where the consumer is present at time of payment.

**Answer:** When an API call is submitted to `POST /billpayAPI/v1/isRoutingValid`, RPPS validates the payment information in the request against the specified Biller ID's account masks, check digits, amount limits, and RPPS access controls. The response returns HTTP 200 in all cases; the `ResponseString` field in the response body indicates either `"Successful"` (all rules passed) or a specific error description.

**Common cause of confusion:** HTTP 200 does not mean the payment is valid --- always check the `ResponseString` field.

**Answer:** This product is currently available in the US only. It operates on the Mastercard RPPS (Remote Payment and Presentment Service) network, which supports US consumer-to-business bill payments.

### Onboarding {#onboarding}

**Answer:** The implementation process follows these steps:

1. **Sign RPPS agreements** --- Complete and return the Mastercard RPPS agreements and enrollment forms
2. **Get assigned an Implementation Manager** --- Mastercard assigns a Product Delivery and/or CIS Implementation Manager
3. **Create a Mastercard Developers project** --- Set up your project to get Sandbox Consumer Key and Signing Key
4. **Configure Sandbox** --- Provide your Sandbox key to your Implementation Manager; allow 5-7 business days for Sandbox configuration
5. **Complete MTF certification** --- Work with your Implementation Manager to complete attended testing in the Mastercard Testing Facility (MTF)
6. **Agree a Go Live date** --- Confirm production readiness with your Implementation Manager
7. **Request Production Access** --- Submit your production access request in Mastercard Developers; provide Production keys to your Implementation Manager once approved

**Common question:** Sandbox testing requires a manual setup step with your Implementation Manager before self-service testing can begin.

**Answer:** Access is restricted to active RPPS origination (payment sending) customers. Only licensed RPPS Originators --- banks, financial institutions, fintech providers, and walk-in payment providers --- are eligible to use this API.

**Common cause:** If you do not have an existing RPPS origination relationship with Mastercard, you must complete the RPPS enrollment process before accessing this API.

### Policy {#policy}

**Answer:** An RPPS contract amendment is required to use the Bill Payment Validator API in Production. The contract amendment must be executed before Production access is granted.

**Common question:** If you are already an active RPPS Originator, you will need an amendment to your existing RPPS agreement, not a new contract.

### Performance {#performance}

**Answer:** Start by checking the `ResponseString` in the HTTP 200 response body --- this field contains the specific business error description.

**Common causes and resolution steps:**

1. **OAx0x errors (RPPSID/BillerID/AccountNumber issues)** --- Verify the input values against the biller's requirements. See [Code and Formats](https://developer.mastercard.com/bill-payment-validator/documentation/code-and-formats/index.md) for field-level resolution guidance

### Support {#support}

**Answer:** The standard Sandbox configuration SLA is 5-7 business days after providing your keys to your Implementation Manager.

**Escalation steps:**

1. Contact your assigned **CIS Implementation Manager** directly (contact details are in your implementation project plan)
2. If unresolved within 2 additional business days, escalate to your **Product Delivery Manager**
3. For general support outside assigned contacts, use the Get Help button below and reference your project name and the date configuration was initiated
